Jason Maddox
Jason Maddox is President of Envirotech Vehicles.
Founder of Maddox Industries and CEO of Maddox Defense, Maddox brings extensive experience in government contracting and sustainable technology solutions. He has led multi-disciplinary teams to secure high-value government contracts, delivering critical U.S. manufacturing technology, autonomous systems, and logistics solutions to federal and corporate clients. His work has focused on advancing sustainable technologies in alignment with EVTV’s mission.
Maddox has developed global sales and operations teams, generating high-margin revenue and building lasting partnerships across both public and private sectors. Known for his strategic leadership and commitment to environmental progress, he is well-positioned to drive EVTV’s growth as an innovator in electric transportation.
Maddox studied Mechanical Engineering and Journalism & Mass Communication at the University of Colorado – Boulder and completed advanced studies in Entrepreneurship and Business at Babson College and Harvard University.
Elgin Tracy
Elgin Tracy brings more than 20 years of experience in operations, logistics, and business leadership across the defense and oil & gas sectors.
Most recently serving as Chief Operating Officer of Maddox Defense, Tracy oversaw the successful delivery of over 100 million COVID test kits and 126 million isolation gowns to the U.S. government. Throughout his career, he has managed and delivered over $2.5 billion in contracts and purchase orders, consistently demonstrating operational excellence and precision.
Tracy is recognized as one of the nation’s leading experts in building large-scale technology factories and delivering on time to market. His background includes extensive work with public companies and operational leadership for top-tier corporations, including EOG Resources, Goldman Sachs, ExxonMobil, Halliburton, Phillips 66, Union Tank Car, BNSF Railway, and Union Pacific. Known for a flawless track record of on-time delivery, he exemplifies results-driven execution across industries.
Merrick Alpert
Merrick Alpert is Chief Communications Officer for Envirotech Vehicles.
Extensive experience over 30 years in communications and industry includes EonCoat, R&D Altanova, Colt’s Manufacturing, Turbine Generator Maintenance, Enron Energy Services, Pacific Gas & Electric, Smith Cogeneration International, The Presidential Inaugural Committee, The Office of The Governor of Oklahoma, and a campaign for United States Senate.
Alpert previously served as a Captain in the United States Air Force where for his lifesaving actions in a valley outside of Sarajevo, he was awarded the Joint Service Commendation Medal.
Alpert graduated from Georgetown University Law Center and Trinity College in Connecticut.
MELISSA BARCELLOS, EC.D
Certified economic developer employed in the mining industry. Works on ESG initiatives focused on community and indigenous business development. Has experience in the clean tech industry, including international government relations. Has held Board Chair and Director positions on multiple non-profit boards as well as being a member of governance, finance and audit, HR, and executive committees.
Post-graduate certification in economic development from the University of Waterloo, Bachelor of Commerce, marketing & general business, University of Northern British Columbia, currently completing a certificate in real property valuation from the Sauder School of Business of the University of British Columbia.
MICHAEL DI PIETRO, CPA
Founding member of Michael Di Pietro, CPA. Founding Board Member & Chairman, Nutrition & Education Institute. Director & Audit Committee Chairman, Chino Commercial Bank. Treasurer/Director SoCal Right to Life League. Board Member and Finance Chairman, Cathedral High School in Los Angeles.
TERRI WHITE ELK
Real estate investment sales, Keller Williams Realty SW. Formerly held various positions in real estate including operations manager and sales executive.
